Whitman County Planning issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Amanda Boyd-Hensley proposes the development of an equine boarding facility with accommodations made to facilitate Palouse Area Therapeutic Horsemanship program. The project site is located approximately 1 mile north east of Pullman-Moscow Regional Airport at 412 O’Donnell Rd, Pullman, WA 99163, in Section 25, Township 15 N., Range 45 E., W.M., Whitman County, Washington.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

The public is also notified of the intent to issue a conditional use permit in front of the Board of Adjustment on May 9, 2019 at 7 PM in the Public Service Building, 1st floor auditorium, N. 310 Main St., Colfax, WA 99111.

The proposed project, Almota Road, is located on County Road No. 8000 from milepost 7.96 to milepost 11.56, approximately 7 miles south of Colfax, Washington in Whitman County.

This project involves 58.22 acres of soil disturbance for Highway or Road construction activities. The receiving waterbodies are Union Flat Creek, Penawawa Creek and Roadside Ditches.

Pre-Bid Conference. A MANDATORY pre-bid conference for this project will be held at 2:00pm on Tuesday, April 30, 2019, in the Aircraft Rescue & Fire Fighting Building Training Room at the Pullman-Moscow Regional Airport. Bid Conditions. The Bidder must supply all information required by the contract documents, and must bid on all items presented. Bids may be held by Pullman-Moscow Regional Airport Board for a period not to exceed 90 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. Wage Rates and Equal Employment Opportunity. Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity

1. The Offeror's or Bidder’s attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth herein.

3. The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs (OFCCP) within 10 working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the name, address, and telephone number of the subcontractor; employer identification number of the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of the subcontract; and the geographical area in which the subcontract is to be performed.

4. As used in this notice and in the contract resulting from this solicitation, the "covered area" is Whitman County, Pullman, Washington.

Civil Rights - Title VI Solicitation Notice.
