NOTICE OF REQUEST FOR PROPOSALS

RFP for an Electronic Timekeeping System

WHITMAN COUNTY

STATE OF WASHINGTON

Sealed RFP’s will be received for the following proposal by Jessica Jensema of Whitman County, State of Washington, at its Auditor’s Office in the Whitman County Courthouse in Colfax, Washington, until 5 p.m. Pacific Time, on April 30, 2019. The RFP’s will be reviewed by designated staff and the Whitman County Board of County Commissioners. A notification of recommendation will be made to the Whitman County Board of Commissioners on July 29th 2019. The selected contract will go to the Whitman County Board of County Commissioners for approval and signatures on August 5, 2019.

Each RFP is to be separately sealed in an envelope addressed to Jessica Jensema with the name of the company and RFP item, including time and date of opening written plainly on the outside of the envelope. (NO FAXES ACCEPTED.)

The Board of County Commissioners reserves the right to reject any or all RFP’s or to accept the RFP which in its estimation best serves the interests of Whitman County.

NOTICE OF A SPECIAL MEETING

Notice is hereby given that a special meeting of the Whitman County Commissioners has been called by the Board and will take place on Monday, February 4, 2019 from 6:00 p.m. to 8:00 p.m. in the cafeteria of the Steptoe Elementary School, Steptoe, WA located at 12 Tennessee Street, Steptoe, Washington.

The purpose of this special meeting is to review a petition received requesting the commissioners enact an ordinance that specifies activities residents of the unincorporated areas of Whitman County can not engage in, i.e. number of inoperative and unlicensed vehicles, amount of trash/garbage and encroachment on all county roads. Based on the petition, any action would not affect open space/agricultural land, rural home sites, shops and open storage of equipment.

NOTICE IS HEREBY GIVEN that the Whitman County Commissioners have set the date of Monday, February 4, 2019, at 10:30 a.m. in their Chambers, Courthouse, Colfax, WA, for proposed amendment #1 to the 2019 Whitman County budget. At that time, it is requested all department heads/elected officials requesting an amendment be present. The total amount of the proposed amended budget is approximately $66,000,000. Copies of the proposed amendment will be available February 4, 2019 or by calling 397-5240.

Bid Conditions. The Bidder must supply all information required by the bidding documents and must bid on all items presented. Bids must be completed and signed in space(s) provided on the enclosed blank bid form or the bid will be subject to rejection. Bids may be held by Pullman-Moscow Regional Airport Board for a period not to exceed 60 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. The Buyer reserves the right to reject any and all bids and to waive any informality in the bids received.

Each Bidder is individually responsible for the careful examination of the Bid Information, Proposal Forms, Contract Forms, General Conditions, Supplementary Conditions, Required Federal Contract Provisions, Technical Specifications, and all requirements of the procurement. The failure or omission by any Bidder to do so shall in no way relieve any Bidder from any obligation with respect to its bid.

Bid Security. A certified or bank check, cash, or a bid bond (Surety bond) in the amount of 5 percent of the total bid of all bid schedules (including sales tax) shall accompany the proposal of each bidder. A check or bond shall be made payable to the “Pullman-Moscow Regional Airport Board.”

Performance Bond. The successful bidder agrees to furnish a performance bond for 100 percent of the Contract price. This bond will only be executed in connection with the award of a Contract to the successful bidder in order to secure fulfillment of all of the Bidder's obligations under such Contract.

Payment Bond. The successful bidder agrees to furnish a payment bond for 100 percent of the Contract price. This bond will only be executed in connection with the award of a Contract to assure payment of all persons supplying labor and material in the execution of the work provided for in the Contract, as required by Washington state law.

Federal Requirements for Federally Funded Projects. This Project is being partially funded under the Federal Aviation Administration (FAA) Airport Improvement Program (AIP). Bidders must comply with specific federally required provisions as listed herein and contained in the bidding documents. The following federal provisions are incorporated in this solicitation by reference: Buy American Preference (49 USC § 50101), Civil Rights – Title VI Assurances (49 USC § 47123, FAA Order 1400.11), Debarment and Suspension (2 CFR part 180 (Subpart C), 2 CFR part 1200, DOT Order 4200.5), Disadvantaged Business Enterprise (49 CFR part 26), Foreign Trade Restriction (49 USC § 50104, 49 CFR part 30), Lobbying Federal Employees (31 USC § 1352 – Byrd Anti-Lobbying Amendment, 2 CFR part 200, Appendix II(J), 49 CFR part 20, Appendix A) and Procurement of Recovered Materials (2 CFR § 200.322, 40 CFR part 247, Solid Waste Disposal Act).

Disadvantaged Business Enterprise. The requirements of 49 CFR part 26 apply to this contract. It is the policy of the Pullman-Moscow Regional Airport Board to practice nondiscrimination based on race, color, sex or national origin in the award or performance of this contract. The Buyer encourages participation by all firms qualifying under this solicitation regardless of business size or ownership. Civil Rights - Title VI Solicitation Notice.
