NOTICE OF A DETERMINATION OF NONSIGNIFICANCE (DNS) AND A ZONE CHANGE HEARING

Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Selway Holdings, LLC proposes to change the zone of an approximately 3.5-acre area from the Agricultural District to a Limited Light Industrial District for a marijuana processing facility and will apply for a conditional use permit for a marijuana grow operation. The project site is located north of the intersection of Country Club Road and Flat Road, approximately 2 miles south west of Pullman, in Section 14, Township 14 N., Range 44 E., W.M., Whitman County, Washington.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

The public is also notified of the intent to hold a public hearing during a Whitman County Planning Commission meeting on January 16, 2019, at 7:00 PM in the Public Service Building, 1st floor auditorium, N. 310 Main St., Colfax, WA 99111.

Copies of the DNS are available at no charge from the County Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111. Interested persons may submit environmentally-focused written comments on the SEPA decision by 5:00 PM on Thursday, January, 3, 2019, and before 5:00 PM on Wednesday, January 16, 2019, regarding the proposed zone change to the County Planning Office, P.O. The Palouse-Rock Lake Conservation District

adopted Resolution #35

at their December 18, 2018 Special Board Meeting in order to hold an election for a board position on the Palouse-Rock Lake Conservation District Board. The election will be held on January 30, 2019, at the St. John Community Building, 304 W. Front Street, in St. John Washington. Polls open at 8:00 a.m. and close at 2:00 p.m. Registered voters who reside within the conservation district boundary are eligible to vote. Supervisors serve without compensation but are eligible to be reimbursed for appropriate expenses. The Board of Supervisors provide guidance and direction, as well as set policy for the conservation district. Elections procedures are available at the district office or at the State Conservation Commission. Absentee Ballots are available upon request for eligible voters by contacting the district office prior to January 18, 2019. WHEREAS, the Council of Town of Garfield has met and considered its budget for the calendar year 2019 and,

WHEREAS, the districts actual levy amount from the previous year was $65,734.00 and, WHEREAS, the population of this district is less than 10,000; and now, therefore,

BE IT RESOLVED by the governing body of the taxing district that an increase in the regular property tax levy is hereby authorized for the levy to be collected in the 2019 tax year.

The dollar amount of the increase over the actual levy amount from the previous year shall be $657.34 which is a percentage increase of 1% from the previous year. This increase is exclusive of additional revenue resulting from new construction, improvements to property, newly constructed wind turbines, solar, biomass, and geothermal facilities, and any increase in the value of state assessed property, any annexations that have occurred and refunds made.
