NOTICE OF COMPLETION, ENVIRONMENTAL DETERMINATION

AND PUBLIC HEARING

The Town of St. John has received an application to amend its regulations relating to the identification, classification, and designation of critical areas for all areas within the municipal boundaries of St. John. This serves as the notice of application for this amendment in accordance with WAC 197-11-355 and "LOCAL REGULATIONS CITATION" of the Town of St. John Municipal Code. The Town of St. John has determined the application complete, reviewed the proposed project for probable adverse environmental impacts, and has issued a Determination of Non-Significance (DNS) for this proposal. A copy of the proposed regulations and other supporting documentation, including the environmental checklist prepared by the proponent, is avctilable for review at the "TOWN HALL" "E. 1 Front St., St. John, WA". Written comments will be taken for a period of fourteen (14) days from the date of this publication.

NOTICE IS ALSO HEREBY GIVEN that a public hearing will be held by the St. John Town Council on November 13, 2018 at 6:30 p.m. at City Hall in the matter above.

Albion Council Chambers, 310 F St. Tuesday, November 13, 2018 6:20 to 6:50. The Town of Albion will hold a public hearing regarding the following information:

Water rate increase

Sewer rate increase 43/1

Port of Whitman County

Request for Proposals for

Fiber Optic System Inspection and Maintenance Contract.

The Port of Whitman County is seeking proposals for a Contract to provide inspection and maintenance supervision for its fiber optic system. The proposed Contract covers work in Eastern Washington and Northern Idaho including Whitman County, Asotin County, and Spokane County in WA and Latah County and Nez Perce County in ID. This Contract includes all emergency responses and maintenance requirements of the Port’s Fiber Optic System consisting of a fiber optic network and associated aerial and underground infrastructure. Contract will support a Single Source Provider (SSP) type methodology.

Basic Scope of Work

This work will be for preventative maintenance and emergency callouts within the areas of coverage for the purpose of assisting Emergency Response Contractors in the repair of conduit and/or fiber, both aerial and buried.

Selection of Contractor

The successful contractor will be able to demonstrate relevant experience and knowledge of desired technologies to complete the scope of work.

Town COUNCIL POSITION

The Town of Albion is seeking to fill one vacancy on the Albion Town Council. Applicants must be registered voters of the Town of Albion, have a one-year continuous period of residency in the Town of Albion, and hold no other public office or employment under the city government.

Councilmember positions are at-large and receive no salary. The Town Council serves as the legislative and policy-making body of the town. Attendance is required each month.
