City of Colfax, 400 N Mill St Colfax, WA 99111, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Cedar St and Oak St Rehabilitation Project, is located at Cedar St and Oak St from 8th to 11th in Colfax in Whitman County.

This project involves 3.6 acres of soil disturbance for Highway or Road construction activities.

The receiving waterbody is N Fork Palouse River.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.

Any person having claims against the Decedent must, before the time the claim would be barred by any otherwise applicable statute of limitations, present the claim in the manner as provided in RCW 11.40.070 by serving on or mailing to the personal representative or the personal representative’s attorney at the address stated below a copy of the claim and filing the original of the claim with the Court in which the probate proceedings were commenced.

ADVERTISEMENT FOR BIDS

City of Tekoa

2018 I & I Reduction Project

Sealed bids will be received until 11:00:00 a.m, May 11, 2018, at the Tekoa City Hall, 419 Washington St. (P.O. Box 927), Tekoa, WA, 99033, at which time the bids will be publicly opened and read aloud.

This project consists of the following work:

The base bid will include replacing or pipebursting approximately 3,000 linear feet of sanitary sewer lines that are experiencing extremely high amounts of infiltration and inflow, the installation of new manholes and related work in three locations within the City of Tekoa.

Additive Alternate A includes replacing approximately 810 linear feet of additional sanitary sewer lines along E Main Street, installing additional manholes, installing a new sewer service line and related work.

Each proposal must be submitted on the prescribed form and accompanied by cash, a certified check, cashier's check, or bid bond, payable to the City of Tekoa, in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.

Forty (40) working days will be allowed to complete the Base Bid work. Fourteen (14) additional working days will be provided if Additive Alternate A is awarded.

A Pre-Bid Conference will be held at 10:00 a.m. on April 30, 2018 at Tekoa City Hall. This project is funded through the Washington State Community Development Block Grant Program with federal funds from the U.S. Department of Housing and Urban Development. All work performed will be subject to the higher of the prevailing State or federal wage rates. Award of the construction contract is contingent upon approval by the funding agency.

The City of Tekoa shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding documents or a bid in any way incomplete or irregular.

ORDINANCE NO. 464-N

AN ORDINANCE OF THE TOWN OF GARFIELD, WASHINGTON, amending Ordinance No. 63-N, §3 and 4, and Garfield Municipal Code §8.06.030, thereby prohibiting the keeping of roosters within the corporate limits of the Town of Garfield.

BE IT ORDAINED by the Council of the Town of Garfield as follows:

Section 1. There is hereby adopted as Garfield Municipal Code §8.06.030 the following:

"8.06.030 - Livestock and Fowl - Roosters Prohibited. No person shall harbor more than three live non-hoofed animals or ten live fowl at any given time within the Town of Garfield except upon the written permission of the Town Council. It shall be unlawful for any person, for any reason, to keep or harbor within the corporate limits of the Town of Garfield any roosters."

Section 2. This ordinance shall be in full force and effect 60 days after it or a summary thereof, is published in the official newspaper of the Town of Garfield as required by law.

ORDINANCE NO. 465-N

AN ORDINANCE OF THE TOWN OF GARFIELD, WASHINGTON, vacating an alley within the Town.

BE IT HEREBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF GARFIELD,

WASHINGTON, AS FOLLOWS:

Section 1: The Garfield Town Council reviewed an oral resolution initiating the process for the vacation of the following described alley located in Whitman County, Washington, to­wit:

The alley in the Town of Garfield, Alvin Manring's Addition, in NW¼ of SW¼ of Sec. 33 T. 18 N.R. 45 E. Block 7 Between Lincoln St. and Spokane St. Between

lots 7 and 8.

The Garfield Town Council hereby finds that hearing of this matter was set for April 11, 2018, notice of the hearing was given as required by statute and hearing was held before the Town Council as provided by RCW 35. 79.

Section 2: The Garfield Town Council hereby finds that the public use, benefit and welfare will be best served by the vacation of the above described alley.

Section 3: The alley described above is hereby vacated.

Section 4: This ordinance shall be in full force and effect five days after it has been published in the official newspaper of the Town of Garfield.

Public Hearing

NOTICE IS HEREBY GIVEN that a public hearing will be held by the Town of Garfield in Town Hall, 201 C Street, Garfield, WA 99125 at 7:00 pm.

The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant

(CDBG), and receive comments on proposed activities, particularly from lower income persons residing in the Town of Garfield.

Up to $750,000 may be available to the Town of Garfield on a statewide competitive basis to fund public facility, community facility, economic development, planning and affordable housing projects that principally benefit low- and moderate-income persons.

An outline of the proposed Water Improvements and/or Sewer System Planning projects will be available for review at the Garfield Town Hall, during regular business hours beginning May 9 through May 23, 2018. Comments may also be submitted in writing to the Town of Garfield, until Friday, May 25, 2018.
