NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS)

AND A PLANNING COMMISSION PUBLIC HEARING

Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Whitman County proposes amendments to zoning ordinance Chapter 19.56 – Home-Based Businesses, striking references to certified mail and return receipt language, striking language limiting a permit to five years and making a few scrivener’s corrections.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

A public hearing will be held by the Whitman County Planning Commission on May 2, 2018, in the Auditorium, first floor of the Whitman County Public Service Building, at 7:00 PM.

Copies of the DNS are available at no charge from the Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111. Interested persons may submit environmentally-focused written comments on the SEPA decision by 5 p.m. on Thursday, April 26, 2018 and before 5:00 PM on Wednesday, May 2, 2018 regarding the proposed zoning amendments to the County Planning Office, P.O. NOTICE OF INTENT TO ISSUE AN ADMINISTRATIVE USE PERMIT

The public is notified of the intent to issue an Administrative Use Permit to UMONT LLC in order to expand the onsite storage area. As an existing business in the South-Pullman/Moscow Corridor District (S-PMC) this permit can be issued administratively pursuant to 19.16.025 (F) of the S-PMC zoning code.

UMONT LLC is proposing to build a new 2,968 sf stick frame storage building on an existing concrete pad. The site is located in the South-Pullman/Moscow Corridor District, at 7601 SR 270, Pullman, WA 99163, approximately 0.5 miles west of the Washington/Idaho state border, in Section 5, Township 14 N., Range 46 E., W.M., Whitman County, Washington.

Interested persons may submit written comments regarding the proposed zoning action by 5:00 PM on Thursday, April 26, 2018 to the County Planning Office, P.O. Box 430, Colfax, WA 99111-0430, fax: (509) 397-6210. People who submit comments must state a reason or reasons why Whitman County should not administratively approve this application.

NOTICE OF CALL FOR BIDS

Sealed bids will be received on the following proposal by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 11:00 a.m. Pacific Time, on April 16th, 2018 at which time they will be opened and publicly read. Handicap access may be obtained by the Mill Street entrance to the Courthouse.

Each bid is to be separately sealed in an envelope addressed to the Board of County Commissioners with the name of the bidder and item bid, including time and date of opening written plainly on the outside of the envelope. (NO FAXES ACCEPTED.)

The Board of County Commissioners reserves the right to reject any or all bids or to accept the bid which in its estimation best serves the interests of Whitman County.

City of Colfax, 400 N Mill St Colfax, WA 99111, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Cedar St and Oak St Rehabilitation Project, is located at Cedar St and Oak St from 8th to 11th in Colfax in Whitman County.

This project involves 3.6 acres of soil disturbance for Highway or Road construction activities.

The receiving waterbody is N Fork Palouse River.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Any person having claims against the Decedent must, before the time the claim would be barred by any otherwise applicable statute of limitations, present the claim in the manner as provided in RCW 11.40.070 by serving on or mailing to the personal representative or the personal representative’s attorney at the address stated below a copy of the claim and filing the original of the claim with the Court in which the probate proceedings were commenced.
