ADMINISTRATIVE USE PERMIT

Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

SR Guns LLC proposes a home based business for the sale of guns within an existing residence located at 5051 SR 270, Pullman, WA 99163 in Section 3, Township 14 N., Range 45 E., W.M., Whitman County, Washington.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

An administrative use permit is being issued by the County Planner for this project pursuant to Chapter 19.56.040 – “Home-based Business Allowed as an Administrative Use” of the Whitman County zoning code.

Copies of the DNS are available at no charge from the County Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111. The City of Palouse has applied for a National Pollutant Discharge Elimination System (NPDES) permit modification in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act.

The City submitted a letter to Ecology on September 27, 2017 requesting that Ecology amend the facility’s permit by extending the deadline to submit a Facility Plan as required by Section S9 of NPDES permit WA0044806. Ecology accepted and is proposing to modify the permit as requested.

Ecology is issuing a draft amended permit and fact sheet amendment and is only accepting comments on the modified portions.

The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

An election for a board seat

on the

Palouse Conservation District

will be held on February 6, 2018, at the Palouse Conservation District, 1615 NE Eastgate Blvd-Section H, Pullman, WA. Polls will open at 11:00am and close at 5:30pm.

Registered voters who reside within the Conservation District boundary are eligible to vote.

Candidates must be registered voters residing in the conservation district, and may be required to own land or operate a farm.

The candidate filing deadline is January 9, 2018 at 4pm.

The Palouse-Rock Lake Conservation District

adopted Resolution #33

at their December 13, 2017 Special Board Meeting in order to hold an election for a board position on the Palouse-Rock Lake Conservation District.

The election will be held on January 24, 2018 at the St. John Community Building, 304 W. Front Street, in St. John Washington.

Polls open at 8:00 a.m.

and close at 2:00 p.m.

Registered voters who reside within the conservation district boundary are eligible to vote.

Supervisors serve without compensation but are eligible to be reimbursed for appropriate expenses.

The Board of Supervisors provide guidance and direction, as well as set policy for the conservation district.

Elections procedures are available at the district office or at the State Conservation Commission.

Absentee Ballots are available upon request for eligible voters by contacting the district office prior to January 13, 2018.

All ballots must be returned to the polling location by the Election Day.
