NOTICE IS HEREBY GIVEN that a General Election will be conducted on Tuesday, November 8, 2016, in Whitman County, Washington.

Voter registration deadlines: Standard deadline: Applications or updates must be postmarked or submitted online no later than Monday October 10, 2016. Registration forms, updating address information, name changes, etc are/is available at http://www.sos.wa.gov , Pullman City Clerk’s Office, or at the Whitman County Election Department, N. 304 Main St, Colfax. Late deadline: For individuals not currently registered in Washington State, in person registration at the Whitman County Elections Department, N 304 Main St., Colfax, or Pullman City Clerk’s Office; 325 SE Paradise St. Pullman closes Monday, October 31, 2016 at 5:00 p.m.

The purpose this is election is being held is for the purpose of voting on the adoption or rejection of Initiative to the Legislature 732 and 735, Initiative to the People No. 1433, No. 1464, No. 1491, No. 1501, Senate Joint Resolution 8210, Advisory Note No. 14 and No. 15 and for the purpose of voting on candidate(s) for: President of the United States/ Vice President of the United States, United States Senator, US Representative Congressional District No. 5, Governor, Lieutenant Governor, Secretary of State, State Treasurer, State Auditor, State Attorney General, Commissioner of Public Lands, Superintendent of Public Instruction, Insurance Commissioner, State Senator, State Representative District No. 9, Position 1, State Representative District No. 9, Position 2, Whitman County Superior Court Judge Position 1, County Commissioner District No. 1, County Commissioner District No. 2, State Supreme Court Justice Position No. 5, and to accept or reject the proposition(s) listed below.

Voting by mail: Ballots are mailed to all eligible voters no later than 18 days prior to the election.

Replacement ballots: If a qualified voter does not receive a ballot or it is lost, spoiled or damaged, replacement ballots are available by contacting the Whitman County Election Department at 509-397-5284 or go to http://www.sos.wa.gov and select My Vote.

Returning voted ballots: Ballots are counted only if the qualified voter signs their name under the oath on the return envelope.

Ballots must be postmarked no later than November 8 2016, or received by the Whitman County Election Department no later than 8:00pm on that date.

First class postage is required for returning a voted ballot by mail.

Ballots can be dropped off at the voting center on November 8, 2016 at 325 SE Paradise Street, Pullman.

My Vote Ballots (available only on the laptop) will be available at 325 SE Paradise St, November 8th, 8:00 am to 8:00 pm. Pullman will no longer provide Provisional Ballots. You will need to visit the N. 304 Main St. Colfax, in order to obtain a provisional ballot.

Access Disability Unit: An ADU compliant and language assistance voting unit is available at the Whitman County Election Department, N. 304 Main St, Colfax, during regular business hours 8:00am to 5:00pm Monday through Friday beginning October 19 through November 7, 2016. 8:00 am to 8:00 pm on Election Day.

The Service Center for this election will be open and remain open from 8 a.m. until 8 p.m. of said election day (unless at the hour of closing there are any voters in the Service Center desiring to vote and who are qualified to participate therein, and who have not been able to since appearing at the Service Center, in which event said center shall be kept open reasonably long enough after the hour of closing to allow those present at the time of closing to vote). The hour of closing is announced by a service worker by declaring in a loud and clear voice “The Service Center is closed.”

NOTICE IS HEREBY GIVEN

that the Board of Whitman County Commissioners has completed and will place on file at the Office of the Whitman County Commissioners, Whitman County Courthouse, the Preliminary Budget for Fiscal Year 2017. The total amount of the budget for 2017 is approximately $63,000,000. The budget will be available October 3, 2017 and may be reviewed by any citizen who contacts the Clerk of the Board in the Commissioners' Office or by calling 397-5240.

NOTICE IS FURTHER GIVEN that a public hearing for the purpose of adopting the budget for fiscal year 2017 will be held on Monday, October 3, 2016 at 6:00 p.m. and continued to Monday, October 17, 2016 at 10:30 a.m. in the Commissioners' Chambers located in the Whitman County Courthouse at Colfax, Washington. Any taxpayer may appear and be heard for or against any part of the budget.

Arrangements will be made to accommodate questions and provide responses to non-English speaking residents. Upon receiving 24 hours' advance notice, the county will make arrangements to reasonably accommodate the needs of special groups of citizens, including those who are physically disabled or otherwise impaired. that the Town of Rosalia, will open sealed proposals and publicly read them aloud on or after 10:00 A.M. on October 6th, 2016, at the Town of Rosalia Town Hall, 110 W. Fifth, Rosalia, Washington for the Josephine Avenue Sidewalk Project, HLP-SR15(010). This Contract provides for the improvement of Josephine Avenue by removal of existing cement sidewalk, construction of cement concrete sidewalk, concrete ADA ramps, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.
