Sealed proposals for this project will be received by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 11:00 a.m. Pacific Daylight Savings Time, on Monday, August 1st, 2016, at which time all bids will be opened and publicly read.

Each proposal shall be separately sealed in an envelope addressed to the Whitman County Board of County Commissioners with the name of the bidder and the project name written plainly on the outside of the envelope. (NO FACSIMILES ACCEPTED)

Detailed bid sheets and specifications may be obtained from the Whitman County Engineer at his office on the Second Floor of the Public Service Building at North 310 Main Street in Colfax, Washington upon payment in the amount of $40.00 (Non-Refundable). The detailed bid sheets and specifications are also available for download at http://www.whitmancounty.org.

252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

Handicap access to the Whitman County Courthouse is available at the Mill Street Entrance.

This contract provides for the improvement of approximately 43.84 miles of County Road with a Sealcoat, all in accordance with the Contract Plans and Provisions and the Standard Specifications.

Whitman County maintains current rosters of vendors and contractors from which proposals will be requested for the purchase of Materials, Equipment, Supplies or Services for various small works projects.

In accordance with RCW Chapter 39.80, Whitman County invites letters of interest from consultants wishing to be placed on the Professional Services Roster. For any particular work, consultants to be considered will be selected from the Professional Services Roster or from responses to advertisements for consultants for that particular work. Contracts will be negotiated in accordance with RCW 39.80 and Whitman County’s selection procedures.

TAKE NOTICE: That Robin Stobie, of Endicott, WA on June 29, 1998, under Application No. S3-30223 filed for permit to appropriate public waters, subject to existing rights, from Rebel Flat Creek, tributary to the Palouse River, in the amount of 0.06 of a cubic-foot per second, each year, for the seasonal irrigation of 7.5 acres. The source of the proposed appropriation is located within the NW1/4 NE1/4 of Section 3 1, Township 17 N., Range 41 E.W.M., in Whitman County.

Protests or objections to approval of this application must include a detailed statement of the basis for objections; protests must be accompanied by a fifty-dollar ($50.00) recording fee and filed with the Department of Ecology, at the address shown below, within thirty (30) days from July 7, 2016.
