WHITMAN COUNTY NOTICE TO CONSULTANTS FOR

Public Works Projects - materials testing and Special Inspection, services - multiple projects. Whitman County is soliciting interest from consulting firms with expertise in materials testing and Special Inspection services. Consultants will be considered for the following individual projects, including, but not necessarily limited to, Countywide overlays, Countywide overlays 2, Hatley Bridge, Pullman Airport Road Safety upgrades, Solid Waste Transfer Station building.

PROJECT DESCRIPTION The work to be performed by the CONSULTANT consists of conducting materials testing of soils, aggregates, concrete, asphaltic paving, and special inspection for multiple public works projects including road construction and preservation activities, and solid waste facility capital upgrades.

SUBMITTAL Submittals should include firm name, contact information, name of Principal-in-Charge and project manager, firm and personnel qualifications.

Submittals will be evaluated and ranked based on the following criteria: 1) key personnel; 2) firm experience with similar projects in the area, 3) Ability to meet schedule, 4) past performance/references, 5) locations and ability to respond to project needs.

Emphasis will be placed on experience.

NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS) AND A PLANNING COMMISSION PUBLIC HEARING

Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Whitman County proposes amendments to its zoning ordinances, Chapter 19.03 Definitions, Chapter 19.10 – Agricultural District and the Comprehensive Plan. The proposed changes to the Agricultural District code clarifies both the meaning of ‘commercial grain elevators’ and where ditch cleaning materials from county roads can go. Two new definitions have been added to the definitions chapter and a change has been made to the Comprehensive Plan clarifying where industrial uses can occur.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

A public hearing will be held by the Whitman County Planning Commission on June 5, 2013, in the Auditorium, first floor of the Whitman County Public Service Building, at 7:00 PM.

PUBLIC ANNOUNCEMENT ON Whitman County CRITICAL AREAS ORDINANCE UPDATE

This announcement is to inform the public that Whitman County is undergoing a mandatory update to its critical areas ordinance.

The Growth Management Act (GMA) requires that all cities and counties review and update their planning documents every eight years.

The update deadline for Whitman County is December 1, 2013.

Planning staff and the Planning Commission have been working on this update for over a year.

The ordinances that require review and update are wetlands, fish and wildlife habitat conservation areas, floodplains, aquifer recharge and geologically hazardous areas.

A draft of the updated ordinance has been posted on the County website for public review and comment.

Go to whitmancounty.org, then to departments in the red box on the upper left, then to Public Works, click on Planning Department and the document is at the bottom of the page labeled Draft Critical Areas Ordinance.

A Planning Commission public hearing on this update is tentatively planned for July 10, 2013. After the Planning Commission public hearing the draft ordinance will be sent to the Board of County Commissioners for adoption. The commissioners will hold a public hearing for adoption. The public is encouraged to read this document and submit comment or attend the hearings.

Public Notice

NOTICE of CERB (Community Economic Revitalization Board) Committed Private Partner Construction Application for Funding by the Port of Whitman County, 302 N Mill Street, Colfax, WA 99111.

The Port of Whitman County intends to apply for a CERB grand and loan through the Washington State Department of Commerce.

Said grant/loan is in the amount of $400,000 and will be used for materials and construction of rail turnouts, derail tracks, earthen bumpers, switch stands and required walkways to connect to the WATCO line and serve lots 5-12 in Subdivision II of the Port of Wilma Industrial Park.

Construction of these rail facilities will provide critical rail access to the Port owned property to foster future economic development interests within Port District boundaries.

VII. The Trustee, whose name and address are set forth below, will provide in writing to anyone requesting it a statement of all costs and trustee's fees due at any time prior to the sale.

VIII. The effect of the sale will be to deprive the Grantor and all those who hold by, through or under the Grantor of all their interest in the Property.

IX. Anyone having any objection to the sale on any grounds whatsoever will be afforded an opportunity to be heard as to those objections if they bring a lawsuit to restrain the sale pursuant to RCW 61.24.130.

Failure to bring such a lawsuit may result in a waiver of any proper grounds for invalidating the Trustee's sale.

X. NOTICE TO OCCUPANTS OR TENANTS - The purchaser at the Trustee's Sale is entitled to possession of the property on the 20th day following the sale, as against the Grantor under the Deed of Trust (the owner) and anyone having an interest junior to the Deed of Trust, including occupants who are not tenants.

After the 20th day following the sale the purchaser has the right to evict occupants who are not tenants by summary proceedings under Chapter 59.12 RCW. For tenant-occupied property, the purchaser shall provide a tenant with written notice in accordance with RCW 61.24.060.
