    Palouse Empire Fair Foundation’s annual dinner and auction Dec. 5 raised more than $25,000 for fair improvement projects. Brian Jacobs of Colfax, coordinator of the dinner, said near 240 people dined on barbecued baron of beef prepared by Jenny Meyer of Endicott. Attendees bid on a number of items during the annual auction, which was conducted by Butch Booker of Colfax. Most competitive auction item was a set of four tires donated by Les Schwab.     Whitman County is considering buying another building. This one would be for the health department’s Pullman office. Currently, the space for the office is rented from the Pullman Hospital Foundation. The foundation does not want to continue being in the landlord business. Options for the county are to close its Pullman office, relocate to another site or buy the space, which is located in a complex of medical condominiums.     Daylan Scott Nekula, 23, a soldier at Fort Lewis, was sentenced to 90 days in jail and placed on 12 months of community supervision after pleading guilty Dec. 4 in superior court to an amended charge of communicating with a minor for immoral purposes. The conviction dates back to October of 2008 when deputies investigated a report that a mother had discovered her nine-year-old daughter had been sending nude photos of herself via cell phone to the suspect.     A legal defense in a criminal case in Whitman County Superior Court has turned a spotlight on caffeine. Moscow Attorney Mark Moorer claims his client Daniel Noble, who is facing seven felony charges for a hit-and-run of two WSU students last week, was possibly under a caffeine-induced psychosis during the incident. Noble allegedly hit two WSU students with his car last week in Pullman.     Colfax Golf Club members have arranged to finance installation of a new modular home at the golf course, city administrator Carl Thompson informed the city council Monday.
