    COLFAX—Washington State University student, Carmen Fernandez, 19, of Yakima, Wash., was arrested Sunday, Nov. 13 and booked into the Whitman County Jail for hitting fellow students and fleeing the scene Saturday, Nov. 12. Pullman police responded to a crash at Grove Apartments on Brandi way around 11:30 p.m. on Saturday.     OLYMPIA — In accordance with state law, government agencies have announced the 2023 free-access days. Under the law creating the Discover Pass – a fee-based pass to access taxpayer-owned lands managed by Washington State Parks and some area managed by the state Department of Natural Resources and Department of Fish and Wildlife – 12 free-access days are to be designated annually.
