    The tenth anniversary of the 9/11 terrorist attacks was marked with a solemn but patriotic ceremony at the Palouse Empire Fair Sunday morning.     Officials with Washington Trust Bank said Monday they have secured a location for a new full-service branch in Pullman. The company is still considering locations for a new building to house the branch. In the meantime, the bank will operate a branch in an interim site inside the Edison Retail Center at 594 S.E.     Lamont Bonnie Swannack recently attended a luncheon at the Red Lion in Riverfront Park for 26 of her classmates that graduated from The Deaconess School of Nursing 50 years ago. Judy Pagnotti from Mountlake Terrace, also a graduate with Bonnie, drove over and attended the luncheon and spent a few days visiting the Swannacks. Lamont School has received an $80,000 grant to complete three projects at the school.     Frederick N. Downey, 61, Pullman, suspect in a series of “smash and grab” burglaries in Pullman last fall and winter, pleaded guilty Friday in superior court to an amended charge of attempted second degree burglary. A sentencing date was scheduled for Sept. 23. Downey originally faced six charges with a burglary at the Professional Mall and attempted break-in at the Pufferbelly Depot office Jan. 18.
