NOTICE OF CALL FOR BIDS

Sealed proposals for this project will be received by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 2:00 p.m. Pacific Daylight Savings Time, on Monday, June 2, 2008, at which time all bids will be opened and publicly read.
Each proposal shall be separately sealed in an envelope addressed to the Whitman County Board of County Commissioners with the name of the bidder and the project name written plainly on the outside of the envelope. (NO FACSIMILES ACCEPTED)
Detailed bid sheets and specifications may be obtained from the Whitman County Engineer at his office on the Second Floor of the Public Service Building at North 310 Main Street in Colfax, Washington upon payment in the amount of $40.00 (Non-Refundable).
Whitman County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Handicap access to the Whitman County Courthouse is available at the Mill Street Entrance.
This contract provides for the replacement of Henderson Mill Bridge with a 28 foot wide, 116.5 foot long prestressed precast bulb t concrete girder bridge. The work will consist of removing the existing structure, placing footings, abutments, girders and guardrail and grading, draining, embankment and surfacing of the bridge approaches, all in accordance with the attached Contract Plans, these Contract Provisions and the Standard Specifications.

Sealed bids will be received by the Town of Garfield in a sealed envelope clearly marked “SIDEWALK IMPROVEMENTS” until 10:00 a.m. local time on June 6, 2008 at the Garfield Town Hall located at West 405 California Street, Garfield, Washington 99130 for the following work:
SIDEWALK IMPROVEMENTS
A single bid is requested for all work. The Town of Garfield sidewalk improvement project is a lump sum/unit price contract to construct approximately 7,530 S.F. of concrete sidewalk, 867 L.F. of concrete curb, 4 concrete driveway approaches, 7 concrete sidewalk ramps, and appurtenances. All work must be completed within 45 calendar days of notice to proceed. Liquidated Damages shall be $500.00 per day.
Bids will be opened publicly at Garfield Town Hall located at West 405 California Street, Garfield, Washington 99130 at 10:00 a.m. local time on June 6, 2008 and read aloud. Bidders and other interested parties are invited to be present at the bid opening. A pre-bid walkthrough will be at 1:30 p.m. local time on May 28, 2008 at the Garfield Town Hall.
Bids received after the aforementioned time will not be considered.
A current Public Works Contractor’s License for the State of Washington is required to bid on this work. All bids shall be submitted in accordance with the project bidding and contract requirements and shall be accompanied by a Bid Bond in the amount of not less than 10 percent of the total base bid. The Bid Bond shall be in the form of Cash, Cashier Check, Certified Check or Bid Bond executed by a qualified surety company, any of which shall be made payable to the Town of Garfield.

No bidder may withdraw his bid after the hour set forth for the opening thereof, unless the award of contract is delayed for more than thirty (30) days.

Award of contract will be to the lowest responsive, responsible bidder.
These projects are subject to the provisions of the Washington State Public Works Law and are a prevailing wage project. Each bidder must include a certified check, cashier’s check or surety bond in an amount equal to at least 10% of the amount of such bid proposal and a completed Bid Bond Form. All bids must include sales tax.
The Town of Garfield reserves the right to reject any and all bids and to waive irregularities and informalities in the bidding process. No bid may be withdrawn for a period of thirty (30) days after the date and time set for the opening thereof.
A Payment Bond and Performance Bond in the amount of 100% of the project bid are required within ten (10) consecutive calendar days from the date when Notice of Award is delivered to the successful bidder.

The Town Council for the Town of Garfield will hold a Public Hearing on Wed, May 28, 2008, at 7:00 pm, at the Garfield Town Hall, 405 W California. This public hearing is to consider recommendations by the Planning Commission for changes to the agricultural zones, commercial zone, industrial zones, residential zones, and a change to the official zoning map.

Wastewater Pipeline Rehabilitation
At a regular meeting held on Tuesday, Date May 13, 2008, the Town of Rosalia accepted the work completed on the Wastewater Pipeline Rehabilitation project under contract entered into June 15, 2008, with Insituform Technologies, Inc.
Pursuant to RCW 39.08.030, the statutory period for filing of all liens and claims against the retained percentage of payment to the contractor becomes effective on the above date.

INVITATION FOR BID
Sealed proposals will be received for the Rosalia Municipal Airport 2008 Airport Improvements, Runway 2- 20 Reconstruction and Taxiway Overlay project, addressed to the Rosalia Town Hall, 110 W. 5th St, Rosalia, Washington, 99170 until 2:00 p.m., May 22, 2008, and then will be publicly opened and read. Bids received after the time fixed for the opening will not be considered. A pre-bid meeting will be held at the Rosalia Town Hall at 10:00 a.m., May 15, 2008 for those interested contractors, subcontractors, and suppliers.
Base Bid Schedule 1 of the project will consist of reconstructing Runway 2-20 by pulverizing and recompacting the existing runway pavement, placing and compacting new base material, and placing and compacting a Hot Mixed Asphalt (HMA) surface. The work includes all of the electrical components of the project, consisting of modifications to existing runway edge lights, installation of ramp lighting, relocation of the Precision Approach Path Indicator (PAPI) on Runway 20, the installation of new runway threshold lights, and the installation of new runway distance remaining signs. Also included are grading improvements to the Runway Safety Area (RSA), displacing both ends of the runway, and runway pavement markings.
Additive Bid Schedule 2 of the project will rehabilitate the south end of parallel Taxiway A and connecting Taxiways C and D, up to the edge of Runway 2-20. This work involves crack sealing and placement of paving fabric, followed by an HMA overlay and taxiway painting.
The work for Additive Bid Schedule 3 is the same as Additive Bid Schedule 2 above, except that it is for the north half of parallel Taxiway A, and the connecting Taxiway B.

This contract will be funded in part by the FAA and is under and subject to Executive Order 11246 of September 24, 1965, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions. All labor on the project shall be paid no less than the minimum wage rates established by the U.S. Secretary of Labor or the State of Washington, whichever is higher. Disadvantages Business Enterprises (DBE) will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the ground of race, color, or national origin in consideration for an award of any contract entered into pursuant to this advertisement.”
Each bidder must supply all of the information required by the bid documents and specifications. Each bidder may be asked to furnish the Owner with satisfactory evidence of his competency to perform the work contemplated.
The Town of Rosalia reserves the right to reject any and all proposals, waive any informalities, postpone the award of the Contract for a period not to exceed sixty (60) days, and accept the proposal that is in the best interests of the Owner. The award of the Bid is contingent upon the approval of federal Airport Improvement Project (AIP) funding.
